That means newly qualified drivers can find themselves tackling their first motorway journey without ever having experienced one with an instructor.

Motorway driving requires confidence, careful observation and timely decisions. Could allowing supervised motorway lessons help learners build these skills before they are entitled to drive alone? Here are seven things to know.

1. Can learner permit holders drive on motorways in Ireland?

No. A learner permit holder is not permitted to drive on a motorway in Ireland, even when accompanied by an Approved Driving Instructor or an experienced driver. The restriction applies to all vehicle categories.

For someone learning to drive a car, motorway practice must therefore wait until they hold a full driving licence. Knowing the rules is essential, but it cannot provide the same experience as joining a motorway and driving on it under supervision.

2. Are learner drivers tested on motorway skills?

No. Because learner drivers cannot drive on Irish motorways, the practical driving test does not take place on them.

Learners still need to understand motorway rules. However, there is a difference between knowing how a slip road works and using one to join fast-moving traffic for the first time.

This leaves a gap between learning the rules and putting them into practice.

3. Why does the lack of motorway practice matter?

Once a driver has passed the test and obtained a full licence, they can drive on a motorway without having completed supervised motorway training.

For many, that first journey may be alone, or with family or friends rather than an instructor. Joining the traffic, choosing the correct lane and preparing to leave at the right junction can feel unfamiliar.

Motorway driving shares many skills with driving on a dual carriageway. However, higher speeds mean drivers need to look further ahead and make decisions earlier. A small mistake can have more serious consequences.

4. What skills could supervised motorway lessons help develop?

Motorway lessons would give learners an opportunity to practise joining and leaving the motorway, maintaining a safe following distance and changing lanes.

An instructor could also explain lane discipline, help the learner judge gaps in traffic and show them how to anticipate what other drivers may do.

The aim would be to build competence as well as confidence. Feeling comfortable behind the wheel matters, but so does knowing when to wait, when to move and how much space to leave.

5. What is the position in Britain?

Since June 4, 2018, learner car drivers in England, Scotland and Wales have been allowed to take motorway lessons under specific conditions. They must be accompanied by an Approved Driving Instructor, use a car fitted with dual controls and display L-plates.

The lessons are voluntary, and the instructor decides when the learner is ready. Motorway driving is not part of the practical driving test. Learners cannot use motorways for private practice with family or friends.

This provides an example of how motorway experience can be introduced before a driver qualifies.

6. What would need to change in Ireland?

The first barrier is legal. Ireland’s rules would need to be amended to allow learner permit holders to drive on motorways under defined conditions.

An approach similar to Britain’s could limit lessons to approved instructors using dual-control cars, with instructors deciding when learners are ready.

Any change would also need to make the conditions clear, so learners understand who can accompany them and when motorway driving is permitted.

7. Would motorway lessons be practical for every learner?

Geography is another consideration. Some learners live close to a motorway, while others would need to travel a considerable distance to reach one.

Making motorway lessons compulsory could therefore create difficulties around access, lesson time and cost. A voluntary approach could offer experience to those who can access it, although availability would still vary.

For newly qualified drivers who feel uncertain, arranging a motorway lesson with an instructor once they hold a full licence is a practical way to build confidence.

Learner drivers on motorways in Ireland face a clear restriction: they cannot practise on them before passing their driving test.
